TERM LIMITS
AND PETITION RIGHTS.
Term limits.
In 2003, Sen. Bromm voted YES on LB
598, to promulgate a constitutional amendment to repeal
term limits on state senators.
Petition rights.
In 2004, Bromm did not vote on LB
820, to permit filing clerks to notify officials
subject to a recall election or subject to successful recall petitions by leaving
or mailing a copy
of an affidavit.
In 2002, Bromm voted YES on LB
1054, under which recall petitions must include
a statement of defense from the official wanted recalled and the name of the
petition
circulator on the petition,making circulators vulnerable to personal retribution.
In 2000, Bromm voted YES on LB
438, to force petition ballot initiative committees to post a $5,000
security bond after raising over $100,000 in 1 calendar year. Campaign
treasurers are liable for
unpaid fines and penalties. This legislation placed another financial
impediment in the way of
grass-roots petition campaigns.
He also voted YES on LB 582,
to remove from the referendum petition process measures dealing
with zoning regulations, restrictions, or boundaries.
Bromm then voted YES on LB
729 to invalidate all petitions thought to interfere with the Unicameral
authority to raise revenue and petitions to limit or alter taxes. Then Att.-Gen.
Stenberg feared resulting
lengthy litigation for most initiative and referendum measures. This bill
would have removed
citizens as the repository of ultimate power in politics and substituted the
opinion of our secretary
of state. LB 729 would have allowed him to prejudge all initiative and
referendum petitions.
