NEBRASKA TAXPAYERS FOR FREEDOM SPEECH TO DOUGLAS COUNTY COMMISSIONERS ON PAY RAISES, 1-12-16.

Good morning. My name is Doug Kagan, 416 South 130 Street, and I represent NE Taxpayers for Freedom.

Our organization supports the resolution to rescind the December pay raises of 31% over 2 years, voted on by the board, and supports the resolution sponsored by Commissioners Boyle and Morgan to set the pay increases instead at 3% annually for 2017 and 2018.

We do understand that you all are dedicated to your work and spend long hours sometimes on daily and weekend board, department, and even regional business, but, notwithstanding, your job status is part-time. The board now uses a standard for pay raises by comparing the increases to those of employees and board members in other counties. We believe that this standard leads to an ever spiraling rise in employee salaries and benefits as government subdivisions race to keep up with others. Instead, we suggest that the board peg its total compensation increases to the Midwest urban cost of living and compensation indexes, the same indexes used by many private employers.

The cost of living index and index for urban wage earners in Midwest Urban cities have both dropped recently. In addition, we suggest that you add a merit pay factor based on your providing constituents improved services at lowest cost, a discussion item for a future county board strategy session.

Furthermore, given the time and effort commissioners spend on county work, we suggest that you consider transforming your positions into full-time positions and then calculate your salaries and benefits based on that factor.
